The exercises kicked off this week and are set to continue for several days. This comes on the heels of another round of sanctions placed on the nation by the US office of foreign asset control. The US government continues to seize foreign assets of various Russians via sanctions and tries to use the cash to fund the Ukrainians and to keep the government afloat.
